Is this a pendant?

Does anyone have any suggestions on what this might be?  I found it in Bourbon County, KY about 20 years ago.

Im fairly new at artifact hunting. I have the fever for it now. Im from central Iowa and looking for ideas and insight on places in or around central iowa for artifact hunting. Any ideas or suggestions would be greatly helpful.

It was found in Southeastern Oregon 1930's in Lake county in a cave on a stone shelf. Was part of Bryon Higbee collection from Tangent, Oregon. Please enjoy the pictures. It is approximately14 feet with 5 hooks consisting of a bird bone tip, pitched with a tar substance. The terminal end is a small piece of wood and the weight end is a Jadite type plummet stone.
