It might be a natural rock or might have been used as as shaft scraper, but I thinks its just a natural rock.

It is kinda rough on one side but smooth silk on the other. The semi circle is pretty close to perfect for it being natural. If it is natural it's pretty amazing and I would love to know how it was created and ended up in an indian campsite that is 8 or 9 thousand years old.

This are many things in nature that can make a round hole:
. Water-ware where a small pebble is caught up in an indention and is swirled around and around eating out the softer material making a hole.
. A bubble that forms in mud, then the mud hardens around it and the mud then turns to stone.
. A root that has rotted away leaving a space and the soil around it turns to stone leaving a hole.
. Volcanic lava bubbles and holes are left from this action.
